Is a robust permit to work system undermined by the issuing of master keys?
In theory the health and safety of contractors has never been as well looked after. Most reputable organisations operate a stringent contractor PQQ system, ensuring that companies are sending qualified and trained operatives to work on their sites. Furthermore, once on the magic list, contracting firms are then asked to adhere to thorough permit to work systems so that, hopefully, the activities of visiting workers are planned and the correct preparation are made.
But what happens when the electrician, plumber, lift engineer, etc. arrives on site? Will he have to wait in line to be issued with a key? Will his key allow him access into work areas for which he is not competently trained? Will he stick to his designated work area? Will his movements be traceable? And what happens at 6pm, when his work has run over and their is no one around to return the key to?
Wouldn’t it make sense to control a contractors access, linked to a specific work permit? This would be particularly sensible when you consider that work areas such as boiler houses, plant room, LV switch rooms, etc. are amongst the most dangerous and most mission critical areas of any building.
